Preheat oven to 400°F (200°C). Line a baking sheet with parchment paper.
In a bowl, mix together flour, water, and soy sauce to form a smooth batter.
Dip cauliflower pieces into the batter, letting excess batter drip off, and place them on the prepared baking sheet.
Bake for 20 minutes until golden and slightly crispy.
While baking, prepare the sauce. In a saucepan over medium heat, combine sesame oil, honey, ginger, garlic, and red pepper flakes. Cook for 3-4 minutes until fragrant.
Remove baked cauliflower from the oven, toss in the sticky sesame sauce, and garnish with sesame seeds.
Notes
Best served immediately. Adjust the level of spice by increasing or decreasing the red pepper flakes.
