Heat oven to 425°F. Line a baking sheet with foil.
Pat salmon dry. Place skin-side down on the prepared sheet.
Melt the butter in a small bowl.
Whisk lemon juice, zest, garlic, pepper, salt, paprika, oil, butter, and honey.
Spoon the mixture over salmon. Rub to coat evenly.
Bake 10 to 12 minutes, until flaky and 125-130°F internally.
Broil 1 minute for light browning, if desired.
Rest 3 minutes. Sprinkle parsley and serve.
