Preheat your oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.
In a medium bowl, whisk together the flour, baking powder, baking soda, cinnamon, and salt.
In a large bowl, combine the melted butter and sugar. Beat in the eggs one at a time, then stir in the vanilla extract.
Gradually mix in the dry ingredients until just blended. Fold in the grated carrots, walnuts, and raisins.
Pour the batter into the prepared pan. Bake for 25 to 30 minutes, or until a toothpick inserted into the center comes out clean. Allow bars to cool in the pan.
While the bars are cooling, prepare the frosting. Beat the cream cheese and butter together until smooth. Gradually add the powdered sugar and vanilla extract, and continue to beat until everything is well combined and creamy.
Once the bars have cooled, spread the cream cheese frosting evenly over the top. Cut into bars and serve.
