Cook the rigatoni according to the package instructions until al dente. Drain and set aside.
In a large skillet, heat the olive oil over medium heat. Add the sausage and cook until browned and cooked through, about 6-8 minutes, breaking it apart with a spatula.
Add the minced garlic to the skillet and sauté for about 1 minute until fragrant.
Stir in the marinara sauce, basil, oregano, red pepper flakes, salt, and black pepper. Let the sauce simmer for about 5 minutes.
In a large bowl, combine the cooked rigatoni, sausage sauce mixture, and half of the mozzarella cheese. Mix until everything is well combined.
Transfer the pasta mixture to a greased 9x13 inch baking dish. Top with the remaining mozzarella and Parmesan cheese.
Bake in the preheated oven for 20-25 minutes, or until the cheese is melted and bubbly.
